Might help fix the breeding economy.

While reading the most recent news post, I had this idea.

Note: This would be an option! No one would be forced to do this.

If users had a one time option of deciding to only sell maxed dogs, which would disable selling of dogs with TP below 100% on that account, and a fair portion of breeders chose this option, there would be far fewer dogs on the market. (Because the pups would need maxing first, which takes time.)

Well, wait, why on earth would anyone want to do this??
Ignoring the beneficial effect on the breeding economy, which many would say is incentive enough, maxed dogs are worth more than unmaxed dogs, and the breeder wouldn't have to worry about their dogs being milled for 10TP pups.

As an extra incentive for choosing this option, the breeder might get something like a perk. (Ideas as to what kind of perk are welcome. :3)

alternative idea
There could be a tax, based on how many dogs you've sold that month, and for how much. For each dog sold, the tax could increase by some percent of the total income from dog sales that month.

Only sell maxed dogs? That is kinda un-doable. Many people do not want to buy older dogs plus want to max their dogs themselves. That is more than half of the fun. I hardly buy maxed dogs because I want to max them myself.

As for not selling low TP dogs, well that is not such a bad idea, except that you could still sell them by giving them directly to someone's account so I am not sure how to go about that.

And I'm not much for taxes, all taxes do is to .annoy people. The idea is to sell more dogs to make more money, not to pay tax for selling them.
